Kapil Chit Funds — after completion of chit duration, they are deducting 5 % as a commission

I m paying a 5l chit with kapil chit since 50 months. With this month chit is gonna complete 50 months and they has to release the money, now the manager is saying, they don't complete 5l to me as they are gonna deduct 5% as a commission which i haven't been notified while starting of the chit. Is that with every one? Or manager trying to cheat me?
Please help
