Karnataka RDPR — i want apply in general licence 7 days back its pdo ask for money in extra

I have start in vermi compost unit in my village b. Yarahalli belur post mandya taluk & distict. Its reason for i have apply for general licence in[protected] but panchayat development officer is not providing its ask for money for 3000 licence amount & ask extra 2000 amount. Its take to long time
Plz solve for this problem its arjent for licence..
