Madhya Bihar Gramin Bank — rejection of kcc proposal

I have contacted madhya bihar gramin bank (Dharamsala Branch) for taking kcc. I have trying for kcc since januawary 2017. L have visited 20 times but finaĺly branch manager has rejected my proposal oraly by telling reason that i have crossed the age of 60 year so i am not eligible for kcc. Today i have visited regional office of mbgb situated at gaya bihar but rm has also told the same reason but they are not rejecting my proposal in written form.
My land are situated just 3 km from branch. Please take my complaint sympathetically and help me
