Madhya Pradesh Paschim Kshetra Vidyut Vitaran Company Ltd. — Benefit of samadhan yojana still not provided

Hi sir,
This is narayan patel s/o bhagirath patel, a consumer of madhya pradesh paschim kshetra vidyut vitaran company ltd. Indore mp. Service no. 3425007-ic22-42-[protected] and ivrs no. [protected]. I am deeply unsatisfied with the services of mpeb since last 1 year. Actually matter is regarding "benifit not still not provided of samadhan yojna march 2016".
In the month of march 2016 you launched a scheme for defaulters of mpeb, then i clear out whole the due payment of connection during this scheme. The discounted amout was rs. 3510/-. After that i regularly paid electricity bill but the discounted amount not got deducted from the bill everytime got added in next month bill. Every time i got single statement from the authorised person in the power house (Yadav sir and gupta sir) statement:-"dont worry the amount will get deducted in next month bill, only you have to provide a photocopy of paid bill" now i got very frusted still not done so. Now new authorised person mr. Kulkarni sir saying that your name was not in that scheme and you have to pay whole amount.
During this period i registered complaint for meter change and two times meter got changed once in month of june-16 and then in month of 7-oct-16. During meter change in june mpeb department provided me defected meter (Fast running) and when meter changed "the changed one meter was showing reading 572 kw at the time of replacement" that amout about rs. 4354/- i paid, this is too much harassing yar. Why should i pay for that? No report provided for replacement regarding this. And the as declared the meter was fast running, in the next month i forced to pay very huge amount. It is your fault why should i pay for that?
Now finally i registered comlaint and meter got changed in oct-16 which is working fine.
There is one settlement of rs. 1334/- which is in later month bill after the scheme samadhan yojna
Now kulkarni sir, saying now your name is in scheme and can take benifit but i need clarification and resolution for above mentioned two points
1. Samadhan yojana adjustment from the list march-16
2. Find report of meter replacement of june-16 and provide compensation of rs 4354/-
If i will get satisfactory resolution from your side then ok, otherwise
I have only two option one is consumer forum and another is cm helpline. So please look into.
