Magarpatta City — deposit refund for resident card

I was moving out of magarpatta on the 1st feb 2019.. My resident card had expired on sept 19th 2018.
I had a genuine reason for not renewing the card, due to the nature of my work i wasn't in pune until january 26th 2019.

I went to admin office with all the documents they asked for.
1. Receipt of 1000/- deposit payment for the card.
2. Letter from company as to why i was not in pune.
3. Written application asking for deposit refund.

They said they will refund it in 2 to 3 days.
I have been following up since then and they havent yet refunded my 1000/- amount. Each time i go there or call them they give some stupid excuse.. Officer on leave.. Officer hasnt come etc etc..
Those 2 -3 days is becoming a month now.

I have lost all hope of getting any refund from these people.

Anyone has any other idea or means of getting my money back.. Plz suggest.
