Mahanagar Telephone Nigam [MTNL] — blocking of lost prepaid sim with [protected]

Dear sir
I lost my samsung dual sim mobile on 06.07.2017 in mumbai. The sim is switched off all the time whenever i try to contact the number. Kindly block the sim with mobile no. [protected] (Dolphin prepaid).

The balance credit amount in my mobile account is rs 66.73 as on 27.07.2017 as informed by customer care representativeof dolphin. Can this amount be transferred to any other dolphin no or not?
If not how can i get a new sim with the same mobile number? The sim was purchased from delhi.

Our landline No.25671104 is not working since 19.07. 2017 on wards
in this connection we have send mail to [protected]@bol.net.in and [protected]@bol.net.in etc. but not nove have yet any action.

My internet wifi is not working since yesterday. I have been facing interrupted internet connection for the past one month as a result of which huge amount of time is wasting. We are available at home after 4 : 30 evening. Please contact on my cell [protected] before sending an engineer.
