Mahanagar Telephone Nigam [MTNL] — Regarding failed bill payment of landline

I had made a bill payment through credit card of landline no[protected], it was failed but amount got debited from my card. Later i paid the bill but the amount which got debited previously was not reversed. I have mentioned the details of failed transaction below.
