Maharashtra State Road Transport Corporation [Msrtc] — about the bus controller not giving my extra money after i have taken tickets from him.

I am laxman waghmare, on 18 april 2018 i was travelling from beed to pune. I have with some luggage of two bags of grains each of 25kg. I had given ₹500 note for ticket to controller & the controller given me a ticket with ₹278 of mine& ₹39 of luggage & return me a100₹ note & controller said me that he will give my remained money after a while. But when i asked him about it after some time, controller said me, that you have so much luggage & i can't give you money. But i have already paid for it. I am providing information below.. Please help me...
