Maruti Suzuki India — poor mileage for my access 125 and no solution even after repeated complaints.

I bought my scooter on October 2017, the mileage that it gives is on average 25 kmpl, the company claims more than 60 kmpl but i should be getting atleast 45 kmpl, on every service i complain, they do tuning and adjust the rpm but the problem is not resolved, still getting 25 kmpl, i complaint on their website, they made me go to the service center for tuning but that too didnt help.
