Need my documents back

On 21-02-13 i have joined medtek . net as a mt trainee and submitted a documents to them. After four months i left the job due to family problem.
HR mam said me to pay amount for breaking bond for certificates. i cant able to pay due to my financial condition was not good.
Today 17-2-17 i have requested to give my document back she refuse.

MedTek is a Medical Transcription company usually take the documents for 2 years, after the empolyee will finish 2 years they extend for 2 more years and will not give the documents back more over do not pay the salary well.

After they will take the documents they will not even pay 4000 per month for almost 1 year. Some of my friends are still working from almost 2 years, they are not even getting 6000 per month.
