meenu — delhi traffic police taking bribe instead of challan

I want to complain against a traffic police officer who is misusing his power in a public place. I was stopped by delhi traffic police cop today at singhu border ( Delhi to Haryana )for over speeding. He asked for my driving licence and RC, I showed original valid dl and RC, then he asked my pollution certificate and insurance, i failed to produce my pollution certificate and insurance, then he asked me to pay Rs.400, when I refuse to pay.

On the other side I saw few cops stopped some cars for over speeding and asking for bribe
what kind of behaviour is this by delhi traffic police. he was asking for bribe instead of charging challan.
Then after I said ok I am ready to pay then he refused to accept and harassed me, things wont work his way.
I would like to register a complaint against SONU asking for a bribe for the above mentioned offence. He has challaned me after I refused to pay the above mentioned amount.
Hence I request you to kindly take stringent action against SONU
