Ministry Of Home Affairs — please give the order (or) approval of issue the pcc certificate for trichy sp office

I am vivek i am from trichy, i got work permit visa for dubai in embassy tell me for pcc in emigration but our trichy superintendent of police (Sp) office does not give police clearance certificate. Because of there is no order given to them. But other near district issued for pcc tell to sp officer to allow an issue the pcc certificate for who went to work for dubai its our life sir please help me sir.
