Bharti Airtel - SIM Card — Getting excess charges

I have purchased 2 sim cards from Airtel- Post paid sim cards. I have been charged the extra amount - 183 RS. When i called Airtel customer care but no respoonse so i decided to portable my service provider to IDEA. When i have requested for portability, i got call fvrom Airtel customer care. The execuitive said thatif you stoped the portability, i will refund your amount so i have stopped the portability. He said that it will be deducted from your next bill and the amount willl reflect in your Dsicount amount.. When i have checked in my next bill nothing deducted so i called again.The Customer Care Executive(CCE) lodhed my complaint and ask me to deduct the refundable amount in the bill and pay rest amount which i did. I tought that issue is resolved but i got shocked when my next bill came. The amount which CCE ask me NOT to pay , reflected in the bill stating that pending payment. Again i have called CCE and he said it will be deducted in next bill but the money is getting increased in the evey month.
I dont know what to do but this is ridiculas and annoyed. Its really difficult to call the customer care every time for such an issue.
