Moma Scholarship — Rejection of application for Scholarship Renewal[protected]merit cum means)

According to the information given in the website of moma scholarship as well as the information brochure provided, it has only been mentioned that the documents are to be submitted by soft copy or uploaded online for the renewal section. There was nowhere mentioned that the hard copies are to be submitted at the state level. Recently, after visiting the state level office, inquiring about the scholarship, the employees over there told me that my application was rejected as i "Did not submit the hard copy of the application form". What should I do? Is it too late to do something so that i can still get the scholarship of the above mentioned session or i will not get it anymore?
