Mr. — irregular garbage picking

Dear sir,
In our grabage collection is very very bad they are comeing alternate days, few times they are comeing weekly or 10days once.
Manytimes we asked them but they are not responding.
But monthly as soon as 1st comes they are demanding money.
We dont know whom to complaint.
Not:we are separating wet &dry grabage but they are mixing in same and carring
