Mumbai University — my college is charging 5 times more for transcript

I am riddhi parekh ex student of nagindas khandwala college of commerce arts & science. I am planning for going abroad for further studies so i need a document called transcript which is issued by my college by paying certain fees... But after inquiring about the transcripts and its fees my college is charging is 6000 rs in cash which is way more then the other colleges which have the charge only 1000 rs for the same courses i did from my college. That is b.com accounting & finanace and as per the university of mumbai the circular says its 500 rs for under graduate and rs 750 for post graduate students. So can you please help me from this wrong doing or cheating done by me college.
