Municipal Corporation Of Kolkata — failed transaction twice but my account got debited both times

Address:Kolkata, West Bengal, 700026

I attempted to pay for license fee twice using axis bank netbanking and billdesk. Both times, it showed a failed transaction message but after sometime, i checked my account got debited rs 1155.90 each i. E rs 2311.80. Funny thing is on kmc website, it's still showing my ce no. License fee as unpaid.

I don't see any number where i can lodge a complaint of this netbanking issue and ask them to resolve. This is purely technical flaw, due to which i'm charged two times unnecessarily, that too resulting in unpaid status!!
