Municipal Corporation Of Thane — request for birth certificate for new born baby delivered at home

Dear team, i delivered my son at home on 08 feb 2018. My husband visited to the nearest tmc office situated at manpada thane for enquiring abt proceedure delivered at home birth certificate. There he met tmc officer called mr. Sarang who approached my husband if he pays rs. 1000/- he will help my husband preparing all documents where we had all documents except one affidavit which he helped us to prepare. Application for birth certificate we did on 17.02.2018 application no. 004966. It has been told birth certificate will be ready by one week. Next week my husband enquired again officer said another 15 days. After two days when i enquired with mr. Sarang he said documents got misplaced please re submit. Now here it is my need so i have to resubmit the documents. I have been told i will get the certificate on 9.3.2018. Received call today from mr. Sarang that mr. Joshi ward officer in kolshet office have not signed the certificate he needs to see the documents. My question is who is responsible for not getting my certificate on time. I have to travel to kolkata and at airport i wl have to show the birth certificate as proof for infant and if i apid 1000 rupees to get the certificate done then why he os supporting. Now after got harrassed by the person i am writing this complaint
