MVL Palms — Work not started & 3rd payment has demanding

As they have to construction linked plan & promises in that 3rd installment came in act when covaction (Khudai) has started but he is started & stop that work due to not allow farmers of that land & all farmers said an issue between builder & farmers. So i want to launch a complaint against managing director - prem adip rishi, director - rakesh gupta on consumer forum. Target date of project completion - dec. 2016. Our question is how can possible this project to deliver on target date. With land problem

I have also bought MVL Palm and facing very bad services. I feel that we are cheated by them so do something strong against him otherwise we have to loose our hard eran money.
I made a Whatsapp group who ever want to add in that group share his details to me @ [protected].
Unity has strog power.

My issue is similar as to other reported complaints, i have submitted the 20% booking amount for 2 BHK flat. I visited the MVL site in Nov 2016 still no sign of construction.

Has any one taken any action against builder or any one who by any process got the refund?
