N/a — Car Parking for Tenants

I am a tenant in a Apartments, which is having 19 Building Complex (CIDCO Property). I am residing in this Complex since Four years. In This complex there is no specified Still car parking and all are park their cars as per first come first basis. Now the owners who are living in the building become syndicate and made a rule that the tenants should not allow to park their cars in still.there are Lots of empty still car parking left but still they don't want tenant to use still parking area. Only owner can park their car in the still Parking . My house owner committed that i can park the car in still parking, when I was taken their house for rent. and we are paying car parking maintenance (we have 2 car) first car parking 100 rs and second car 500 rs, we are using only one still parking second car we are parking in open area, but housing society forcing us to accept remove are first car also . If this case, How can i proceed further??? pls guide me..Is there any law for tenant so that we can fight on this issue.if we are paying maintenance for parking as other owner are paying so why can't we park our car in still .it a rainy season in Mumbai n so if we park our car in open area car maintenance will also increase...pls help us.
