National Highways Authority Of India [NHAI] — complaining about charging penalty on mahua to dausa toll even after using fastag which have sufficient balance

I was travelling from delhi to jaipur through sikandra, i am airtel fastag user an i already added money in my airtel account around 500 rs already in my fastag there is 103 rs was there, after crossing the manesar toll plaza the amount is not deducted in fastag lane the toll person charge the exact toll amount, which is fair enough, but when we are crossing the sikandra toll (Mahua to dausa toll), the toll person told me that my tag is blacklisted an asked for penalty, i told them that in my fastag there is already sufficient amount around 103 rs an i also added 500 rs in them but they start misbehaving an told me to pay double charges in fastag lane, i asked them that i am already a fastag user with sufficient amount in, why i suppose to pay penalty, if amount is not sufficient than only charge the toll amount but they start shouting an there is a long jam is started behind me.
This is second time i have payed penalty on the same toll both,
I have traveled lots of places from jaipur to uttarakhand but this kind of incident never happened with me, in every state if the fastag amount is not sufficient than the amount is automatically deducted when i add money in them without any penalty,
Also at sikandra toll both they told me that they have there own rules so i have to pay penalty or else they won't alow to pass my car.
I request to concern authority to take strict action against them an also refund my money.
