National Highways Authority Of India [NHAI] — distance between tolls

Address:Ambala, Haryana, 133001

While traveling from ambala to delhi there are 3 tolls, although according to nhai norms distance between two tolls should be minimum 60 km., whereas karnal and panipat is quite less than that. Now another toll has been put up at murthal.
Why doesn't the government take any stern action against these tolls.in foreign countries there are no tolls, when we are paying road tax why tolls should be levied on us.
