National Highways Authority Of India [NHAI] — Harassment and THEFT by MANESAR TOLL PLAZA

I have a valid fastag on my car that was issued by HDFC Bank. At the Manesar toll plaza, (Toll plaza name - MCEPL Km.42 Toll Plaza) they told me my fastag was blacklisted, and hence, they took double the amount of toll as penalty - INR 130 in cash.
However, INR 65 have been debited from my fastag wallet also.
Conclusively, for a single transaction, I've had to pay three times the amount of toll - INR 195 (130+65).

If the government has made a faulty system, why should I as a citizen pay the price for it. And if it isn't the system's fault, then NHAI is looting citizens.
I want strict action taken against the toll plaza and also want my money refunded.
I'm attaching the scanned copy of toll plaza receipt as well as the debit from my fastag wallet.
