National Highways Authority Of India [NHAI] — illegal toll collection

I u. Rangaswamy working as tahsildar, yerpedu mandal (Taluk) chittor district. I frequently used to travel vijayavada to attend high court for official purpose from my head quarters.in nh 16 from naidu peta to vijayawada there is a 6 toll plaza existing. As i am exempted from toll in the capacity of an executive magistrate under rule 11 the toll plaza officials not allowing to avail the above provision and they are bluntly refusing eventhough i showed my i.
