National Highways Authority Of India [NHAI] — joya toll on nh 24 collecting toll

Why the toll is getting charged on joya toll plaza on nh24, when 2 lanes are closed from brijghat to moradabad due to kanwar काँवर यात्रा and inconvenience is caused to passengers, as of 23 july 2017
When highways are not getting used then why we should pay for it,
If we are not allowed to use it, we shouldn't be paying for it.
Kindly advise on this
