National Highways Authority Of India [NHAI] — Payment deduction even after exceeding of the time limit

Coming to Delhi by Car (DL3CCG1339) on 22.08.21, I faced a huge traffic at Toll plaza, Chhajarsi, Pilakhuwa, UP around 6.25pm. There was no sufficient arrangement to manage the traffic. some vehicles were seen to change their lane to enter in other lane, creating a panic situation to others. Therefore, It took more than 10 minutes to cross the toll plaza and full amount was charged through fastag. As per received sms, it was trip number [protected].
it is a kind request to refund my payment deducted against the guidelines of NHAI regarding exemption if waiting time exceeds.
