National Highways Authority Of India [NHAI] — toll plaza fraud

Hello Sir

I am a truck owner. My truck has a legal carrying capacity of 28000 KGs plus 5% excess limit that adds up to 29400 KGs. Today my truck was carrying 29100 KGs and it was stopped at Purankhedi Toll plaza in Shivpuri, MP. They said it's overloaded and it can carry only 28000 KGs. I called NHAI. They said the 5% excess carrying capacity rule is scrapped. Now I searched various platforms for the clarification. I found out that 1- The MORTH ( Ministry of road transport & highway) website says that this rule was never scrapped. I even have the documents downloaded from there. 2- Let's assume that NHAI are hittler and have forced this law 3 months ago. So why other toll plazas are not following this rule? And do NHAI have authority to bring in a new rule without MORTH passing it? Where is NHAI's notice?
