National Highways Authority Of India [NHAI] — Violation of rules by Toll plaza personnel

I was passing by Mandava Toll Plaza where the queue was more than 100 metres. According to the NHAI rules, if the queue is more than 100 metres the toll plaza shall allow vehicle to pass free. But in my case I requested the toll plaza personnel to allow me to pass free but he didn't. And the amount was deducted from my bank account. This a pure violation of rules by Toll plaza. This happened with me quite a few times. I want refund for the amount deducted at Mandava Toll plaza.
