I am the father of (,) my son is seeking to appear for the secondary level examinations at the national institute of open schooling (English medium). My son suffers from a mental condition which makes him eligible to be classified as a ‘child with special needs’ having equivalent mental age of about 7 years. The all india institute of speech and hearing, mysuru after conducting various tests has issued a psychological report and medical certificate (The report in short hereafter) to this effect dated 07.09.2017..
In the report, it is clearly recommended that my son is entitled for various illustrative list of benefits and concessions as mentioned in the report.in the annexed medical certificate the doctor has clearly recommended that alongwith other recommendations, my son should have additional time during examination, facility for having a scribe for writing examination, arrangements for sitting while writing the exams and project work instead of practical work.
In the light of above facts, the officials at nios bengaluru regional centre are harassing my son, myself and my wife for some unknown reason. They are not concerned about his welfare as a ‘child with special needs’. They are making us to go around from pillar to post to ensure that my son completes necessary formalities to be eligible for writing the exams. The regional director, mr. S. Chandrashekar of nios bengaluru regional centre is harassing my son and is not complying with the guidelines for children with special needs. I would like to bring to your notice two instances where my son and my family are being harassed.
First incident of harassment by regional director of nios bengaluru regional centre
On 25th october 2017, my son appeared for the xth standard science and technology exam alongwith a scribe. The examination was held at spastics society, bengaluru. The nios invigilator harassed the scribe and my son who was suffering from ‘moderate intellectual disability’. Due to this harassment, my son had a severe panic attack and was expelled from the exam hall within 30 minutes of the start of the exam. My wife has all letters with her which allows her to be with child. The regional director of nios bengaluru regional centre, mr. S. Chandrashekar did not heed all our complaints and requests. The regional director behaved rudely with everyone, without considering the fact that my son is a child of special needs. No relaxation was given to my son despite the fact that he is suffering from moderate intellectual disability. The nios invigilator was responsible for my son being expelled from exam hall.
I would also like to bring to your notice that very short time was given to submit the project work for this subject.
Second incident of harassment by regional director of nios bengaluru regional centre
My son appeared for the on-demand exam for the xth standard science and technology exam on 3rd january 2018. He also submitted his project work for this paper. The examiner was very happy with his viva.
However the next day, the examiner called my wife and said that the regional director of nios bengaluru, mr. S. Chandrashekar had asked her, to inform my wife that, my son had to re-write his project in his own handwriting, on some new topics and re-submit it. My son became highly agitated due to his mental condition and started biting himself. Due to this there were many wounds on his arms and blood was flowing from the wounds.in this way the regional director of nios bengaluru, mr. S. Chandrashekar is not complying with the guidelines for treating the children with special needs. He is harassing the parents as well as the child with special needs. My son was given 9/15 in practicals... If given full marks he would have passed. They are holding my son back and i suspect foul play here.

Third incident of harassment by regional director of nios bengaluru regional centre
Due to the harassment shown by the regional director, nios bengaluru regional centre, my son has to appear again for the same paper in april 2018. For this exam the practical exam was on 19th of march 2018. Since my son is a child with special needs he is allowed to submit project work on a topic given by the nios bengaluru regional centre. The bengaluru regional centre also has to give permission for submitting the project work.
When i visited the office of mr. S. Chandrashekar, regional director, nios bengaluru regional centre, he behaved very rudely with me. He rudely said that he will think about it and check and communicate by email with us. He sent the email, with the permission to submit project work and the topic of the project, just 24 hours before the practical exam that was to be held on 19th march,. I am very sure this time also very poor marks must have given to my son... Really fed up with the system. I have escalated this matter to higher authorities and media... Lets see...
My son being one who is suffering from a mental condition is unable to prepare the project work in such a short time. It is very difficult for my son to do it.
In this way the mr. S. Chandrashekar, regional director, nios bengaluru regional centre is harassing the parents and children of differently abled children. He is not complying with the guidelines for treating differently abled children.
The regional director nios bengaluru regional centre is running the centre like his personal property. There is a lot of ambiguity in rules and there is no transparency in its functioning. The regional director, nios bengaluru regional centre is making his own rules almost every day. The regional director, nios bengaluru regional centre is harassing parents and children. The staff and teachers are fearful of him.
For reasons unknown to me, the regional director, nios bengaluru regional centre is targeting my son, a child with special needs. My son is going to appear for exam in the same subject on 21st april, 2018. I request you to take up this matter seriously and ensure that the regional director, nios bengaluru regional centre does not indulge in such acts in future. Regional centers are made to help kids and parents not to dictate and harass
