One97 Communications — deduction of my money from the bank

I am Farhat Abbas retired man of 60 with limited income I wanted to pay my electric bill of 2 months through Paytm the amount was 10982 suddenly I reacieved a message from the bank the amount has been deducted without the payment of my bill. I had to pay the bill again. Is this fraud known as internet banking. This is nothing but ciber crime, such companies should be given legal notice by the court of law
