Van technologies — non receipt of pan card.

I have applied for duplicate pan card with change the name of my father name from van technologies chennai on aug 2019 and paid the requisite fee of rs. 499/- in favour of van technologies and the requisite documents have been sent to them through speed post in aug 2019, but till date i have not received my pan card. It appears to me that i have been cheated by the complany
