Oyy Fashion — product yet not delivered

Had placed the order 2 weeks back for order no 12348. The order was placed on 13th april & immediately received a message stating the order will take 7-14 days. By 15th april received another message stating tracking details will be shared in 2 days. However today its been more than 15 days & there is no response even after ending regular emails. Is it a fake website? The money is deducted from my account. Should i file a case with consumer forum?
