Panindia — refund amount

I have applied for pan card on 19 sep and after being rs 499 being deducted from my account a msg shown on the payment failure application cancel and if the amount is deducted willbe refunded but 1 week has gone no refund is done.
And even after cancellation i have applied again again 499rs chargd from me. This is too much 499+499 plz refund. Plz.
