Passport Office Ahmedabad — Closed my file fine me Rs 5000 eveb after submitting required documents

Dear sir i had requested for passport regular way without any help of agent. and i had completed my appointment there after in police verification i can't attend at time. because currently i am workin at my company project at other state. so i got objection letter to submit my correspondence address proof. so i had submitted my company letter for employment. but rpo officer directly rejected and closed my file and fineme Rs5000 without any option. if i don't know if proper way for filling the applications, that is prize we got from them to not came through any agent . if dont consider any documents then why they ask for it. they should directly rejected my application. why they call me at office and waste my time & leaves for this nonsense things. file no AH[protected]
