Passport Office Lucknow — passport office allahabad untrained and unequipped

I went today for paper verification at allahabad seva kendra and my appointment was at 12:45 pm. But till 1:20 even people whose appointment was of 11:30 were waiting as the people processing the documents are very slow and when they are asked as to why there is so much delay then they say that they are unequipped. The workers left their desk at 1:20 saying that its lunch time from 1:30-2 so then why are we given appointments if we have to wait for 2-3 hrs?? Are we that free??
