Passport Office Thane — passport adverse report for new address

I have submitted my passport application on 09/10/2017.in passport application i have given two address previous and current address. But passport office due to adverse report of my current address, did not issued passport for the second time also after submitting all the relevent documents. I m unable to understand that why again and again passport office is submitting adverse report??? Will i get passport or not??? Please answer. Im really fedup with all this passport office problems.
