Paying Guest — services provided and rude behaviour of the pg owner

I live in a girl's pg. The food quality is worst and we complain the owner is rude to us and he says to leave the pg. He is manner less and does not know how to talk to girls. When girls wear shorts he eyes them in a very bad way. When someone complains he laughs at us as if we have never eaten nice food or we live on the road. And his staff (Maid and mess workers) steal our money and he is not ready to remove them. Downstairs he runs an illegal garnments factory because of which we have to pay electricity bill at rs.11 per unit.
