Paytm Mall — repeatedly failed to deliver the material

I am making this complaint to this forum because paytm has no any such facility to make a written complaint and the customer care number they have provided is not helping as i have tried the same so many times and every time i got the same message is our customer care agent is busy and will attend you shortly and i has loss money by waiting the customer care agent but not succeeded to talk the agent (If they have any).
I have ordered some items from paytm mall and the first order was placed on 14/11/18 but not delivered and the order was cancelled by paytm themselves and the refund was processed immediately.
Again i was order one cotton trouser from paytm and paid the amount advance on 02/12/18 and the status shown that the order was placed and will dispatch on 05/12/18 and will deliver on 08/12/18. On 5/12/18 the status showed that the seller is not delivered the material timely and they will initiate penalty if the same is not dispatched after one more day. The next day i. E. On 06/12/18 the penalty clause was not showing and just saying that the item will dispatch on 5/12/18 and will be delivered on 08/12/18. I tried to contact through customer care no. [protected] but the main problem is you have to call on your registered mobile no (It is not toll free) and after losing rs. 25/- i failed to contact a customer care agent as every time it says all agents are busy.
On 08/12/18 the status is showing that the item will dispatch and will be delivered on 08/12/18 and i cancelled the order and the very second the refund was credited to my paytm account. I think they are waiting the order cancelled by me.
I have booked one more item vide order no. [protected] after paying the advance amount and the dispatch date was 08/12/18 and on that date the status was showing that the seller is not despatched the material timely and they will initiate penalty if the same is not dispatched after one more day. After passing the grace period again the status i. E. Even on 10/12/18 showing that the material will dispatch on 08/12/18 and will reach to me on 11/12/18. On 11/12/18 morning they have cancelled my order and the advance payment has been refunded.
Finally one order no. [protected] was placed on 05/12/18 for one foot pump for bike, cycle etc. And the material received was in damaged condition i. E. The pressure meter was not working and the very next day i have returned the material to the seller and got the refund on 10/12/18.
This is the last 04 orders placed by me after giving advance payment. If they are not having the material or could not deliver the same at that price then why they are advertising and making problems to customer.
What action is taking by paytm to the default suppliers and what benefit is forwarding to the customer who suffered.
