Paytm Mobile Solutions — I'm complaining of a fraud transaction ( cosmetics ordered but not delivered )

I want to complaint for an account on paytm . The page is on instagram named everything_store00. I had ordered cosmetics from there and the person named ria on paytm asked me to make a payment on his paytm account.. After the payment being made that man blocked me from the instagram page and i have not even received the product or the cash back .. I need the paytm unit to kindly interfere in the matter so that i get my money back and take some strict action regarding this page so that he is unable to continue with such frauds in the near future..
