Paytm Mobile Solutions — Payment nor paid neither refunded

I have transfer a amount of 5000rs. To my friend's bank a/c using paytm but unfortunately the amount the amount is not credited in his account but debited from my account and for this more then 1 month has passed away ... Before this already i have submitted complaint many time about this issue but i didn't get any fair response from them... the details are here... order no.
