One fraud site Www.mybalaji.in, is doing online fraud activities and using PayUMoney as their payment gateway. Kindly do the necessary actions against this phishing and spoofing act, and kindly refund the amount which is debited through the gateway. Are you saying that you won't check the background even though the merchant is doing phishing and spoofing act?
This is totally unacceptable and need to stop such acts. Still they are using your service for doing this fraud.
