Periyar University — original degree certificate not received

I completed my bsc - major physics in[protected]. I have not yet received my degree certificate and whenever i try calling the university they do not entertain and since i am located in pune and did my distance education, i am not well versed with tamil language and they speak neither hindi nor english on the phone and i cannot get through the conversation and i am absolutely stuck with this process.

I am moving abroad and badly need my degree certificate asap but to no avail.
