Phed Udaipur — On complaining provided malfunction water meter

I stay in udaipur, rajasthan. From past 4-5 months i am facing problem of water bill. I launch complaint in jan-2016 that my water bill is 701/- which far more than my neighbor ( whose water bill is around 256/-), phed udaipur csd-iv[protected] has launch complaint after visiting 2-3 times and provided new water meter, but this new water meter is not working too. They are billing too much. Also, when person comes to take reading, he himself seen the problem but didnt took necessary action and reported to the phed udaipur csd-iv division.
