Phone Pe — transaction failed but amount deducted from my bank account

Dear sir/ma'm i recently ordered things from flipkart on 22/12/17 using phonepe app transaction id: p1712220304564713944344 ₹2861 the amount was debited from my account but transaction failed i don't even know the reason they said they'll refund within 5 days but it didn't happened then said wait for 10 days and it's been 24 days still they didn't refunded and now they don't even answer any questions raised they just ignore can you please help me with this i want my money back what i've to do please suggest me

Amount is debit from my bank account but Electricity Energy Bill payment has not done or Operetot not get the any payment from PhonePe...
Even the executive of PhonePe said that Transaction successfully done...
Now I want my refund back ...
