PhonePe — Irctc Railway Tickets

I booked railway tickets for date 7 march 2020 from PHONEPE on 7 feb 2020. But my plan cancelled on 6th march and so I had to cancel the tickets. At that time, Yes bank fraud happened and PHONEPE servers became unavailable. I couldn't open the app to cancel my tickets. I contacted IRCTC but they said they said you can only cancel the ticket from the platform (PHONEPE) you booked it. I called their customer care but they said we can't do anything. I mailed them, i complained on the app but they didn't listen. I had to cancel it before the departure of the train but I couldn't cancel the Tickets because servers were down for 2 days. It's been a year and they never refunded my money. I'm attaching the proofs. Kindly help me.
