PhonePe — money debited from my account but not credited in receiver's account

On 30th july i trasfered 20000 to a contact from phonepe. Amount has been deducted from my account but still the receiver has not credited the money. Bank is saying that the money is credited but the bank statement says still money not credited so please solve the issue and refund my money its urgent.

Phonepe is saying me to go to my bank branch and raise a complaint of charge back but bank says the transaction is succesful so we cant do anything you contact phonepe. Both are not taking responsibility so where the customer should go.

I make a payment of RS.15500 but it is not credited to receiver bank kindly make immediate action
