PhonePe — transaction pending — money deducted

I send money to receiver with transaction id:-p1912021711192910430759 and money got deducted from my account, but receiver has not received yet. Transaction pending with message "your payment has reached the receiver's bank. The bank should transfer the money to receiver's account with in two working days. Don't worry, your money is safe". I have transferred 8k in 2 times which means total amount ks 16 and the amount debited from my bank even though the transaction failed and the receiver didn't receive the money.
Need help on this.

On date 28 Nov 2019, Money Debited from Bank account But not Credited into recipient BANK account, I got Below message After transaction,

Rs.17999.00 has been debited from your a/c no XXXX116597 on 28-11-19 towards UPI ID [protected]@ybl. Raise dispute or report fraud at kotak.com/fraud

After 6day i have transferred rs.2000/- to [protected] SBI bank a/c, sangli transaction also successful. But till not credited to the receiver account. Transaction no P1911211241176972247356 But issue is till pending. Kindly look into the issue
