Post Office, Ipho, New Delhi — Delay in delivery of a book parcel to France

W.r.t consignment no CD[protected]IN, a book parcel was sent to France on Dec 2, 2016. I was told that it would reach there in approx 10 days. But even after 15 days, it is still lying with the IP head office in Delhi. On enquiring with the local post office, it was dispatched from there on the same day.
I would request to expedite the delivery.
I have orderd some cosmetic product from usa as it arrives in delhi they are overcharging Custome and igst the base custome amout was 246 and the igst was around 750 rupees i want to know why they are overcharging the igst.
