Punjab National Bank [PNB] — Non operation of cash counters till 11 am

I am a customer of pnb Munger branch having 2 current accounts and 3 saving accounts. I am sorry to say that the service at Pnb is very poor. Till 11 am cash counter's does not starts working. No one seems to take responsibility of this. It is regular problem with this bank. Staffs are less is the answer what we get. Are customers responsible for that.

I used ATM Withdrawal on 21/02/2017 (time 10:03 am) an amount of 10000 Rupees but my transaction declined and not refund me till today.
