Punjab State Power Corporation [PSPCL] — excessive bill amount

My account no is [protected] in the name of gurpartap singh amritsar. I received my latest bill of month october and november. Total units consumed are 164. But they have incured current year arrear which accounts for rs. 3865.00. Therefore total payable amount is rs. 4700. I have paid all my bills and nothing is outstanding on my behalf. Then why this much amount added to my account. Visited pspcl amritsar office but they fail to provide satisfactory answer to my queries. I just want clarification of arrear included to my bill
